Balancing (BAL) network code – DSO response to ENTSO-E publication
On August 16th 2013, EDSO for Smart Grids, in cooperation with other associations, released a joint response to ENTSO-E public consultation on the electricity balancing network code.
The paper provides an input on several aspects of the code, and highlights three key DSO concerns:
- DSOs should be allowed to access relevant data and conduct constraints management
- Recovery of constraints management costs should be ensured
- Network codes should be written in a more prescriptive manner, removing formulations like “making best endeavours” or “cooperate loyally”.
