DSO Declaration – United voice of DSOs lays out requirements for networks to cost-efficiently contribute to EU energy objectives
On May 22nd 2014, European electricity distribution system operators (DSOs) presented their joint declaration at a conference in Brussels, outlining the pivotal role of DSOs in the energy transition and the conditions that are needed for them to fulfill this role. In particular, it highlights the need for significant long-term investments in distribution networks if Europe is to meet its energy and climate objectives.
“The EU’s policies have encouraged the development of decentralised electricity generation, electric vehicles, energy storage and flexible demand. This change has given DSOs the opportunity to rethink traditional system operations and reflect on how to best develop and operate Europe’s distribution networks with a view to the future,” the document reads.
EDSO Chairman, João Torres, delivered a keynote speech in which he highlighted the need to support smart grid development coupled with the use of system flexibility services if we are to ensure the continued delivery a secure supply of electricity and quality of service. The market facilitating role of the DSO with regards to data management, and the need to find suitable remuneration schemes based on capacity were among the other issues addressed by the CEO of EDP Distribuçao, who later said:
“What we have put forward in the DSO Declaration are important steps towards a cost-efficient and stable electricity system that works for the good of society as whole: customers and the market.”
