After energy ministers adopted a General Approach (GA) on 25 October 2022 and the European Parliament adopted the final report in the plenary session on 14 March 2023, co-legislators are currently in interinstitutional negotiations.
In the run-up to the 2nd trilogue meeting after the summer break 2023, E.DSO would like to point out a few elementary points to be considered for the final agreement in order to meet the ambitious targets also in the building sector.
Our recommendations are mainly addressed to:
- The full recognition of electricity from the grid to cover energy needs of ZEBs.
- The deletion of any requirements for dedicated distribution networks in the definition of ‘energy from renewable sources produced nearby’.
- National Building Renovation Plans and the necessity for the inclusion of an overview of national initiatives to promote smart technologies and well-connected buildings and communities, as well as skills and education in the construction and energy efficiency sectors.
- Requirements for a pre-evaluation criterium of network availability when implementing the deployment of suitable solar energy installations in buildings.
- Smart management system application in the deployment of sustainable mobility infrastructure in buildings.
- Intelligent readiness assessments that must also include interoperability between buildings and network systems.
